All of New Zealand's state schools have a board of trustees. The board is the Crown entity responsible for the governance and the control of the management of the school. The board is the employer of all staff in the school, is responsible for setting the school's strategic direction in consultation with parents, staff and students, and ensuring that Hamilton East School provides a safe environment and quality education for all its students.
Boards are also responsible for overseeing the management of personnel, curriculum, property, finance and administration.
Section 75 of the Education Act sets out the functions and powers of boards, and states: A school's board must perform its functions and exercise its powers in such a way as to ensure that every student at the school is able to attain his or her highest possible standard in educational achievement.
Subject to other New Zealand laws, the board has discretion to control the management of the school as it sees fit.

The Principal is the Executive Officer of the Board of Trustees. The principal's key role and responsibilities on the Board is to provide leadership to the Board of Trustees and appropriate support to the Chairperson and other portfolio holders as appropriate. To establish and maintain codes of confidentiality and discretion as the working ethic of the Board.
The Personnel Officer is directly responsible to the Board of Trustees, and will report directly to them. The Personnel Officer will have direct communication access to Senior Management in the School, and to the Board of Trustees, and will oversee matters relating to personnel.
To have an overview of all current projects, future projects and maintenance pertaining to property and grounds within the school.
Community Consultation Portfolio:
To foster and promote communication and consultation within the school, between the Board and all School Management Committees and the School Community as a whole.
Health and Safety Portfolio:
In conjunction with the Property Officer, to have an overview of all current projects, future projects and maintenance pertaining to property and grounds within the school, ensuring the school's buildings and facilities provide a safe, healthy learning environment for students. Further to this, to ensure current school practices and provide a safe physical and emotional environment for students.
Staff Trustee Portfolio:
The staff Trustee is a full member of the Hamilton East School Board of Trustees and therefore bound by the same Code of Conduct. The Staff Trustee must be mindful of the interests of teaching and support staff, with whom they are most closely involved, and will be expected to bring to Board discussions, the points of views of those people as well as their own expertise and experience, however it is their obligation to serve the broader interests of the school and its students.
